Lead and support pursuits and bid activities, including RFP reviews, strategy development, and go/no‑go input. Develop competitive and executable proposals, including construction methodologies, schedules, resourcing plans, and cost inputs. Oversee quantity take‑offs, scope development, and subcontracting strategies for civil, earthworks, and utility work. Collaborate with estimating, design, and operations teams to ensure aligned, risk‑aware submissions.
