The appointed personnel shall provide independent financial review and advisory support to assess budget utilization, compliance, and financial reporting, including:
- Review proposed budget components and identify items requiring adjustment, removal, or further justification
- Compare approved budgets against actual expenditures and analyze variances
- Assess whether expenditures are eligible, reasonable, and supported by appropriate documentation, and flag any potential misuse or misallocation of funds
- Evaluate compliance with applicable financial policies, funding guidelines, and approved budget allocations
